Parents of teenagers often hear that the brain doesn’t mature until the mid-20s.
It is true in a broad developmental sense, but it is also one of the most misunderstood facts in neuroscience.
There is no magical switch that flips when someone turns 25. The brain doesn’t suddenly become “finished.” Instead, different brain regions and networks develop at different rates, with important changes continuing through adolescence and into early adulthood.
And understanding this can change the way we look at teenagers.
The brain is still fine-tuning itself
During childhood and adolescence, the brain is constantly reorganising and strengthening its connections.
The prefrontal cortex, which is involved in planning, decision-making, attention, impulse control, and evaluating consequences, is one of the areas that continues to mature through adolescence and early adulthood.
At the same time, the brain is refining the connections between different regions involved in emotion, reward, motivation, and cognitive control.
This development is not about becoming “smarter” overnight.
It is about becoming better at integrating information and regulating behaviour across different situations.
Teenagers and impulsive decisions
Teenagers are capable of sophisticated reasoning. They can understand consequences, discuss complex ideas and make thoughtful decisions.
But decision-making doesn’t happen in a vacuum.
When strong emotions, social pressure, excitement, novelty, or an immediate reward are involved, the balance between reward-related systems and developing control networks can be different from that in adulthood.
This helps explain why adolescents may sometimes seek more novelty, respond strongly to peer approval, or take risks despite understanding that something could go wrong.
It isn’t simply that they “don’t know better.”
The emotional and social context can change how the developing brain weighs a decision.
So, what does “mid-20s” actually mean?
The commonly quoted mid-20s figure is best understood as an approximation, not a deadline.
Brain development continues well beyond adolescence, and there is considerable variation between individuals.
Some abilities develop earlier; others continue changing later. Even in adulthood, the brain remains capable of learning and adapting.
So we should be careful with statements like, “A 20-year-old’s brain isn’t developed yet.” That can make it sound as though young adults are neurologically incapable of making responsible decisions.
The better way to think about it is that maturation is gradual, ongoing and influenced by experience.
What this means for parents
This understanding can be particularly useful when parenting teenagers. A teenager needs boundaries, but they also need opportunities to practise making decisions.
Instead of only saying: “You should have known better.”
Try asking:
“What do you think happened?”
“What would you do differently next time?”
“What were you thinking at that moment?”
These conversations don’t remove accountability. They help young people practise the very skills their developing brains are working to strengthen.
Parents can gradually hand over responsibility rather than expecting complete independence overnight.
Give them choices where appropriate. Let them experience manageable consequences. Talk through decisions rather than making every decision for them.
Adaptability of the adolescent brain
Adolescence is also a remarkable period of learning, exploration and neuroplasticity.
Experiences during these years can help shape habits, skills, emotional responses and patterns of behaviour. Sleep, physical activity, learning, relationships, stress and repeated behaviours all interact with the developing brain.
This means the teenage years are an important opportunity to build healthy foundations.
A young person learning to manage frustration, delay gratification, solve problems, exercise regularly or cope with setbacks is not simply “learning life skills.”
They are repeatedly practising the brain networks that support those abilities.
And what about the 25-year-old?
Turning 25 does not mean your brain suddenly becomes mature. And being 18, 20 or 23 does not mean your brain is incapable of good judgement.
Development happens gradually, and it continues throughout life.
As parents, teachers and clinicians, our job is not to use neuroscience as an excuse for poor behaviour. Nor is it to expect adult-level self-regulation from a brain that is still developing.
It is to understand where a young person is developmentally, and give them the right combination of guidance, boundaries, responsibility and room to grow.
Because the goal of adolescence is to gradually build the skills, confidence and independence needed for adulthood.
